On my Samsung Galaxy S2, in order to play the downloaded MP3 files, I have to open the Music Player app (installed by default), go to Folders (on the top menu, scroll/slide to the right of Albums and Artists), then choose the Download folder, and then it will play the files.
Otherwise you could always download the files on your PC, connect your phone to the PC and use Samsung Kies to copy the downloaded files to the phone, which would put them in the media folder.
